The town hall of Neo Francisco was packed. Avatars of every shape and size buzzed with anticipation in the grand atrium. As soon as the hall doors opened, they stormed in and fought over the handful of available seats.

Raye's avatar stood up at the podium, nervous as the community's eyes bore into her. She cleared her throat before beginning her pitch.

"Fellow citizens, I stand before you to propose a new project which will redefine our city's landscape and enrich our spirit."

In front of her, a holographic projection of the development appeared. It was a vibrant mixed-use complex with vertical gardens cascading down its facade. Solar panels shined on the roofs of each building while a bustling marketplace operated at its base. Tiny virtual characters walked between stalls, showing off the development's social dynamism.

"This is called The Grand Marketplace. It will be a beacon of innovation and community. It will include affordable housing, co-working spaces, and spots for sustainable businesses in a single hub."
